                               Letter of Intent                                                    
                                                                                                    
          It is the intent of the Legislature to strongly                                           
          encourage the Department of Health and Social                                             
          Services to inform eligible Alaska seniors throughout                                     
          the state of the revised federal poverty level                                            
          guidelines due for re-evaluation by the federal                                           
          government in April 2004, and again the following                                         
          year. The department should do so in order that                                           
          Alaskans who may not currently qualify but may                                            
          become eligible when the federal poverty level                                            
          guidelines are revised will be aware of their                                             
          eligibility. The department is strongly encouraged to                                     
          direct its educational and media campaign to those                                        
          who are current recipients of the SeniorCare                                              
          Assistance Program along with those not enrolled in                                       
          the program so the broadest number of Alaska                                              
          seniors are informed when the federal poverty level                                       
          guidelines are altered.
